Strategic Layer
Strategic Layer targets the audience of most senior executives. In Public Service, it should be extended to the relevant Minister and other politicians.
In many cases it remains a hypothetical audience, and they do not receive and review the models. However, the Strategic Layer Models are always built from the documents coming from this layer, as presentations to the Board, public promises and position statements to the public, public/board statements, large funding decisions etc. It is hugely beneficial if some models are explicitly delivered to that audience, however producing artefacts mapping existing documents without additional Analysis may work as well.
The Strategic Layer models cover the whole of extended enterprise in broad brushstrokes, ensuring that a busy executive still has time and motivation to review it.
